China Drying Network News The European Chemicals Agency (ECHA) released news last week to publicly advise on whether to ban 4 types of phthalates for consumer goods. The ECHA will give its final comments before December 15, 2012, after comprehensively referring to relevant stakeholders.

Last year, Denmark proposed to prohibit the use of four widely used phthalates in consumer products - diethylhexyl phthalate (DEHP), butyl benzyl phthalate (BBP), and o-benzene Dibutyl formate (DBP) and diisobutyl phthalate (DIBP). After reviewing the “cocktail effect” using a comprehensive assessment method, the ECHA Socio-Economic Analysis Committee issued its preliminary opinion in June this year and considered that the ban was not based on a recommendation. The Danish side insists that this unreasonable conclusion is "unacceptable." On September 3, nine EU non-governmental organizations headed by the Danish Ecological Committee wrote a letter to the European Commission requesting that a decision be made on the Danish limitation of four phthalates based on the precautionary principle plan.

The Danish government believes that when the body is exposed to a variety of phthalates, it will produce a "cocktail effect," resulting in cumulative or even synergistic effects of toxicity and harm to human health. Denmark recommends that if the product contains one or more of the above-mentioned phthalates, the concentration of which exceeds 0.1% by weight, and is intended for indoor use or direct contact with the skin, shall be prohibited from placing on the market. This made the chemical "coctail effect" enter the legislative assessment process for the first time.

The ECHA Risk Assessment Committee is responsible for judging whether the adoption of a limit recommendation can reduce risks to human health and the environment. The committee believes that the available information has failed to prove that the “cocktail effect” of phthalates poses a risk to the human body and the environment. Current regulatory measures are sufficient to reduce the exposure of phthalates to the human body and the environment. The draft opinion of the ECHA Socio-Economic Analysis Committee also supports this view.

Phthalates are often used as plasticizers for plastics such as polyvinyl chloride, which has long been debated within the European Union. Products containing phthalates include footwear, textiles, electrical and electronic equipment, and wire and cable insulation materials.

At present, the above four kinds of phthalates have been included in the list of required substances in Annex XIV of the European Union's Registration, Evaluation, Authorization and Restriction of Chemicals (REACH Regulation). From February 21, 2015, manufacturers must Apply to the authorities and authorized to produce and sell in the EU.

However, a recent study conducted by the EU Life Environment Protection Program found that PVC transfusion bags with DEHP as a plasticizer are not safe and the blood is contaminated with DEHP, which can pose a serious risk to the human body. This risk is higher than blood transfusion bags made with high-density polyethylene.
