Article 2 The term "ground source heat pump system" as mentioned in the present Measures refers to the heating and cooling system consisting of a water source heat pump unit, a geothermal energy exchange system, and an in-building system, using rock and soil, groundwater or surface water as the low-temperature heat source. The ground source heat pump system is divided into a ground pipe ground source heat pump system, a groundwater ground source heat pump system, and a surface water ground source heat pump system.

Article 3 All units and individuals that construct, apply, and use the ground-source heat pump {TodayHot} system within the administrative area of ​​this Municipality shall abide by these Measures.

Article 4 The Municipal Urban and Rural Construction Committee (hereinafter referred to as the Municipal Construction Committee) and the municipal real estate administrative department are the competent administrative departments of the construction and operation management of the ground-source heat pump system in this Municipality.

The city’s ground source heat pump planning and construction management office (hereinafter referred to as the “ground-source heat pump office”) is specifically responsible for the supervision and management of the ground-source heat pump system construction.

The Municipal Heating Management Office is responsible for the supervision and management of ground source heat pump system applications.

The district (development zone), county (city) construction, and real estate administrative departments are responsible for the daily management of the construction and application of ground-source heat pump systems in their respective administrative regions.

The municipal planning and land and natural resources, water conservancy, environmental protection, urban management administrative law enforcement, quality and technical supervision and other departments shall, in accordance with their respective responsibilities, do a good job in the construction and application of ground-source heat pump systems.

Article 5 The construction and application of ground source heat pump system shall adhere to the principles of unified planning, comprehensive utilization, emphasis on benefits, and development and environmental protection.

Article 6 For projects that use ground source heat pump systems, the system electricity and water resources fees may receive preferential policies of the municipal government.

Article 7 In areas where the ground source heat pump system is used for heating, enjoy all the preferential policies granted by the municipal government for the application of coal-fired heating areas.

Article 8 The Municipal People's Government shall commend and award units and individuals that have made outstanding contributions to the construction and application management of ground-source heat pump systems.

Chapter II Construction Management Article 9 The Municipal Construction Commission shall, in conjunction with the departments of planning, real estate, water conservancy, and environmental protection, formulate the "Plan for the Promotion and Application of Ground-Source Heat Pump Technology in Shenyang City" and report it to the Municipal People's Government for approval before implementation.

Article 10 Where a city's urban heating plans and ground source heat pump technologies are applied and the planning requirements are met, and new, reconstructed, and expanded construction projects with ground-source heat pump technology are used, and units that consume large amounts of energy, ground-source heat pumps should be constructed. system.

Article 11 The construction unit that applies the ground source heat pump system construction project shall perform the following procedures:

(1) The construction unit shall go to the municipal (district of each development zone) planning and land and resources department to handle the site selection statement and the construction land planning permit after performing the project approval procedure;

(b) The city's ground source heat pump office will issue ground-source heat pump system construction after comprehensive verification based on the preliminary design approval, groundwater resource verification, well layout review and environmental impact assessment issued by the municipal planning, real estate, water conservancy and environmental protection departments. Submissions;

(3) The construction unit handles the construction project planning permit and construction permit according to the basic construction procedures. After the heat source wells have passed the experience, they shall go to the municipal water conservancy department to apply for a water permit;

(4) The construction unit organizes the relevant units and departments to carry out final acceptance of the project and perform related filing procedures.

Article 12 The investigation, design, construction, and supervision of ground source heat pump systems shall be conducted through tendering and entrusting the units with corresponding qualifications and implementing the "Technical Code for Ground Source Heat Pump System Engineering".

The design and construction of heat source wells shall comply with the provisions of the current national standard "Water supply pipe well technical specifications".

Article 13 The design unit of a ground source heat pump system shall adopt reliable recharging measures to ensure that the groundwater after replacement of cold or heat is completely recharged to the same aquifer; the parts that come into contact with groundwater shall use corrosion-resistant materials that are not polluted by groundwater. Prevent pollution of groundwater resources.

Article 14 Units installing ground source heat pump equipment must use ground source heat pump equipment that has obtained a production license for industrial products. The condensers and evaporators in the unit are to be managed in accordance with special equipment.

Article 15 The groundwater heat pump system shall adopt airtight measures in the process of pumping and recharging. Pumping and recharging pipes must be equipped with water sampling and monitoring devices. It is forbidden to connect underground water supply pipes and recharge pipes to municipal water supply and drainage pipes.

Article 16 Before the ground-source heat pump system is delivered and used, it shall be operated and debugged as a whole. After commissioning the system, commissioning reports and operating procedures should be prepared.

Article 17 The municipal ground source heat pump office shall organize experts to do a good job of technical demonstration for the major technical problems that may arise during the construction of a heat supply (refrigeration) project for a ground source heat pump system.

Article 18 The filing system and market clearance system shall be implemented for survey, design, construction, supervision units and heat pump equipment supply units engaged in the construction of ground source heat pump systems.

Chapter III Application Management Article 19 The construction unit shall go to the municipal (Development Zone) real estate administrative department to handle the operation procedures of the ground source heat pump system with the acceptance and record of the ground source heat pump system and relevant documents.

Article 20 After the ground source heat pump system is put into operation, the municipal competent administrative department of construction shall organize regular monitoring of the settlement of the ground and buildings; the municipal water conservancy department shall organize the dynamic monitoring of groundwater resources and changes in water volume; Departments should organize regular monitoring of groundwater quality and ecological environment, and carry out sampling inspection and registration of reclaimed water.

When the heating unit disposes of the source heat pump heating assets or business rights in the form of transfer, lease, or pledge, it shall file with the Municipal Heating Management Office for record.

Article 21 Units that use ground source heat pump systems must ensure that all the groundwater being pumped is recharged, and the recharged water should meet the national standards.

Pumping wells and recharging wells must be equipped with metering water meters and mandatory testing to achieve real-time monitoring of water volume. If the groundwater fails to be fully recharged, the municipal department of water resources management shall find out the reasons and supervise the responsible units to take relevant technical measures or increase the number of recharge wells to ensure that all the groundwater being pumped is recharged.

Article 22 The construction and application management departments of ground-source heat pump systems shall formulate emergency plans for the construction and application of ground-source heat pump systems in accordance with their respective responsibilities, and shall initiate emergency plans and take measures to eliminate abnormal conditions such as water quality pollution during construction and application. Dangerous situation.

Article 23 The ground source heat pump system construction unit or the heating unit shall strictly follow the operation and operation regulations prepared after the overall system debugging, and the operators shall regularly maintain and maintain the heat source well and heat pump unit facilities.

The construction unit shall implement the warranty on the ground-source heat pump system in accordance with the provisions. After the warranty period, the heating unit shall perform maintenance on the heating facilities.

Article 24 The ground source heat pump system operators shall be trained by relevant departments.

Article 25 The charges for heating and cooling of ground source heat pump systems shall be implemented in accordance with the standards approved by the municipal price administrative department.

Chapter IV Legal Responsibility Article 26 The illegal activities of the construction, survey, design, construction (equipment installation), supervision, use, etc. of the construction and application of the ground source heat pump system shall be constructed by the city, real estate, water conservancy, environmental protection, and quality. The departments of technical supervision and administrative law enforcement of urban management implement administrative penalties in accordance with relevant laws, regulations and rules.

Article 27 Those who, in violation of the provisions of the present Measures, have difficulty in recharging due to the construction of heat source wells, impose a fine of between 10,000 yuan and 30,000 yuan on the construction unit; as a result of the construction unit, they fail to recharge the construction units. The amount of water is punished by 3-5 times the water resource fee.

Article 28 In violation of the provisions of these Measures, the water supply pipe and the recharge pipe shall be connected to the municipal water supply and drainage pipelines, and the person in charge shall be ordered to make corrections, and a fine of 10,000 yuan up to 30,000 yuan shall be imposed concurrently.

Article 29 In violation of the provisions of these Measures, the metering water meter is not installed in the pumping well and the recharging well, and the user shall be ordered to install the metering meter immediately, and a fine of 5,000 yuan up to 20,000 yuan shall be imposed.

Article 30 The public security organs shall be punished according to law for the construction and application of ground-source heat pump systems that are destructive, and if they refuse to obstruct or obstruct the implementation of their official duties according to law, and the criminal organs shall be investigated for criminal responsibility.

Chapter V Supplementary Provisions Article 31 The present Measures shall come into force on August 1, 2007.
