Experts gathered in Zhuozhou for advice and suggestions --- Zhejiang Fluorine Silicon Industry Base

Is Chuzhou capable of becoming a high-tech industrial base for fluorine and silicon chemicals in Zhejiang, and even across China? If the answer is yes, how can it be achieved? On December 3, a professional seminar jointly organized by the Zhejiang Provincial Economic and Trade Commission, the Quzhou City Government, and Juhua Group brought together dozens of chemical experts and industry officials from across the country to discuss the development of the Zhejiang Fluorosilicon Industry Base. Academician Chen Qingyun from the Shanghai Institute of Organic Chemistry, Chinese Academy of Sciences, emphasized that China’s fluorosilicone chemical manufacturing industry is still in its early developmental stage. Compared to international standards, there are significant gaps in product variety, quantity, and quality, and this gap continues to widen over time. He pointed out that one of the main reasons behind this issue is the disconnect between R&D and market demands. In China, most scientific research is conducted in academic institutions, while enterprises lack strong R&D capabilities. As a result, researchers often focus on laboratory results rather than practical applications, leading to a lack of motivation and innovation in developing marketable products. Chen cited an example: although China accounts for about 50% of global fluorspar exports and has one of the largest production scales of basic fluorine chemicals like tetrafluoroethylene, the sales of fluorinated chemicals only represent around 3% of global sales. This highlights a major inefficiency in the industry. The real profit potential lies in downstream industries, and he suggested that Chuzhou should focus on developing these areas, leveraging Juhua’s national-level enterprise technology center, and strengthening collaborations with domestic and foreign research institutes to promote the development of high-value fluorosilicon products. Bai Yan, deputy dean of the China Petroleum and Chemical Industry Planning Institute, highlighted the importance of understanding competitors. She noted that Ganzhou is currently the only region in China with both fluorine and silicon industrial bases, which gives it a unique advantage. However, she stressed that any development plan must also consider external factors, especially the growing competition from multinational corporations and private enterprises entering the market. A clear industrial orientation, combined with an analysis of resource availability and environmental carrying capacity, is essential for sustainable growth. Professor Zhou Kejing from the China Fluorosilicone Organic Materials Industry Association emphasized the need to strengthen the foundational aspects of the fluorine chemical industry before focusing on downstream products. He pointed out that although China produces a large amount of PTFE, it still imports high-quality versions due to inferior domestic production standards. This shows a significant demand for advanced materials that must not be overlooked. He recommended that Chuzhou improve product quality, production techniques, and technical standards to align with global levels. Zhou also encouraged the local government and enterprises to pay more attention to the circulation and service sectors, as they play a crucial role in supporting the development of the industry base. Bo Lafa, a senior engineer from the Zhejiang Environmental Institute, stressed that environmental protection is key to the long-term success of the fluorosilicon industry in Chuzhou. Given its location in the upper reaches of the Qiantang River, where water pollution is already severe, the industry must prioritize pollution control. He suggested strict project selection, ensuring that only environmentally friendly projects are approved, and that sufficient investment is made in waste treatment facilities. Only through effective environmental management can the industry remain sustainable and competitive in the long run.
