Development and Reform Commission official revealed: In the future industrial wastewater must be reused
On August 23, Xu Zhiqiang, director of the Water Resources Division under the National Development and Reform Commission, revealed that the commission has clearly emphasized the need for industrial wastewater to be treated and reused, rather than simply discharged after treatment. This approach is not just about meeting discharge standards, but about rethinking how industries manage their water use.
Xu pointed out that in the past, many companies were allowed to release treated water into the environment once it met certain regulatory requirements. However, this model has proven ineffective when it comes to conserving water and reducing overall emissions. With China’s per capita water resources standing at just 28% of the global average, the country faces severe water scarcity. This situation demands immediate action and more sustainable practices.
To address this, the government is encouraging industries to adopt advanced water-saving technologies and equipment. The ultimate goal is to achieve zero wastewater discharge by fully recycling and reusing water within production processes. This shift is essential for long-term environmental protection and resource sustainability.
In response to the challenge of achieving “water extraction without waste,†Xu highlighted two key strategies: adjusting product structures and embracing innovative water-saving technologies. Many regions have already begun restricting new water-intensive projects in areas with limited water supply. Existing enterprises are also being pushed to upgrade their outdated, high-consumption facilities.
Looking ahead, the state plans to introduce the "National Water Intake Standards" to strengthen evaluations on water conservation and pollution control. Regular inspections will be conducted on specific water-saving initiatives. Additionally, existing industry standards for water efficiency will be considered for national adoption to ensure a more comprehensive and effective approach to water management.
To further promote water conservation, the government is exploring the use of pricing mechanisms. This includes reforming current water tariffs, introducing tiered and differentiated pricing models, and establishing an incentive and penalty system to encourage responsible water use. These measures aim to create a more sustainable and efficient water management framework across industries.
