Development and Reform Commission official revealed: In the future industrial wastewater must be reused

On August 23, Xu Zhiqiang, director of the Water Resources Division at the National Development and Reform Commission, revealed that the commission has clearly stated that industrial wastewater must be treated and reused rather than simply discharged after treatment. This policy is still under review and will be finalized following further studies. Xu emphasized that the previous approach, where industries could discharge water once it met basic treatment standards, is no longer effective in promoting water conservation and reducing emissions. With China's per capita water resources standing at just 28% of the global average, the country ranks among the most water-scarce nations. This situation has made water conservation an urgent priority. To address this, the government is encouraging enterprises to adopt high-efficiency water-saving technologies and equipment, aiming for a future of zero emissions. Achieving this goal requires full recycling and reuse of wastewater generated during production processes. When asked how the goal of "taking water from the net without leaving any behind" can be achieved without disrupting the market, Xu pointed out that adjusting product structures and embracing new water-saving technologies are two key strategies. Many provinces have already imposed strict restrictions on new water-intensive projects in areas with limited water supply, and existing companies are being pushed to upgrade their outdated, high-energy, and high-water consumption facilities. In the coming months, the state plans to introduce the "National Water Intake Standards" to enhance the evaluation of water-saving and emission reduction efforts. It will also conduct follow-up inspections on specific water-saving initiatives. Additionally, some industry-specific water-saving standards may be elevated to national level to ensure comprehensive implementation. To further promote water conservation, the government is considering the use of water pricing mechanisms. It plans to reform current water rates, introduce tiered and differentiated pricing models, and establish an incentive and penalty system to encourage efficient water use. These measures aim to make water resources more sustainable and effectively managed across industries.
