Riverside Fire Chief terminated

From excerpts on RBLandmark.com: Last week, Spencer Kimura, the former chief of the Riverside Fire Department, was discreetly let go just prior to the village board meeting on July 16. While the village hasn't formally announced Kimura's departure, local officials confirmed it on Monday after a reporter spotted his name removed from the village’s official website. Village Manager Jessica Frances, who terminated Kimura late in the afternoon on July 16, offered minimal comments regarding his dismissal. Village President Ben Sells echoed similar sentiments, stating, "This is an internal personnel issue, and I won't be making any further remarks." Frances mentioned that Kimura would not receive a severance package, nor is there any additional agreement in place. Hired in 2011 to stabilize the department following a turbulent period under his predecessor, Kevin Mulligan, Kimura never signed a formal contract. His annual salary stood at $80,371. Matthew Buckley, previously serving as Kimura's deputy fire chief, has been appointed as the interim fire chief. Buckley, who also holds the position of deputy police chief in nearby Lyons, will now work part-time in the fire chief role. According to Frances, this arrangement allows her to evaluate the current command structure within the fire department and consider potential adjustments to its organizational framework. Traditionally, the department has relied on a part-time chief alongside volunteer firefighters, with Kimura logging 32 hours weekly. At present, Frances has yet to initiate a search for a permanent replacement for the fire chief position. A suburban Chicago resident, the 57-year-old Kimura struggled to fully integrate into Riverside life. Retired from his role as a battalion chief at the Glenview Fire Department, Kimura was brought in to mend divisions left behind after Mulligan's termination. Mulligan eventually settled a lawsuit against the village and Buckley for $350,000. However, lingering tensions persisted. In 2014, four Riverside firefighters—three of whom were lieutenants—filed a federal lawsuit accusing the village and Kimura of unfair disciplinary actions due to their allegiance to Mulligan. This case was ultimately dismissed by a U.S. District Court judge earlier this year. Buckley, whose concerns over Mulligan’s conduct prompted the initial termination, emphasized collaboration with all members of the command staff. "I'm working closely with our officers to ensure projects and services continue at their highest quality," Buckley stated. "All supervisors are aligned in ensuring tasks are completed effectively. We're focused on moving past previous issues and progressing forward." As this situation continues to unfold, residents remain curious about what changes may come next for the Riverside Fire Department.
