During the 4th Jianghai Cultural Festival and International Economic and Trade Fair, Liang Xiaolei, Chairman of Pacific Offshore Engineering, talked about his original views on the establishment of the Qidong Base, the strategic positioning of the company, and the direction of development. He also expressed his ardent hopes for the employees.

Reporter: The company has been in Qidong for nearly 4 years. Please talk about the original intention of establishing a base in Qidong.
Liang Xiaolei: In the process of human exploration and utilization of ocean and energy, deep sea oil and gas development is the crown jewel. When we set up a marine engineering base in Qidong, we will be the one who picks the crown pearl. Now that the development of the offshore industry has both time, place and people, our original intention is gradually becoming a reality.

Reporter: What was the consideration of the company's name change last year?
Liang Xiaolei: The company's name change first reflects the company's industrial positioning. The simple shipbuilding industry has no big way out. Many shipyards are now unable to get orders, and the days are sad. In the Pacific Ocean, it is another scene. The word “海工” in the Pacific Ocean has defined the company's high-end development direction. In the market competition, we jumped out of the “Red Sea” and entered the “Blue Ocean” without much pressure.
People who have been to the Pacific Ocean Shanghai headquarters know that there are more foreigners in the office building than in China, including Norway, Houston, and Rotterdam... So, the name change indicates that Pacific Ocean is doing a person without me. The cause, but also to be excellent!
The company name change is also an identification of corporate culture. This kind of culture actually began to accumulate from the first pile of the Qidong base: from scratch, start from scratch, and accelerate until it strides fast. Now, this corporate culture is being accepted by more and more employees and a consensus is formed.

Reporter: What is the strategy and positioning of corporate development?
Liang Xiaolei: The strategy of the company is always high-end and technological. The foundation of the previous phase, coupled with the conditions that are now in place, is driving us to achieve our goals faster.
Starting from the development of offshore oil equipment, we have set the goal of “challenging excellence and pursuing excellence” as our corporate goal. The company's products are in the middle and high-end, taking steel plates as an example. The processing of ordinary steel is very rare in the Pacific Ocean, basically all of them are special steel, withstand voltage, high temperature resistance and low temperature resistance. From the perspective of development strategy, the infrastructure construction in 2007 is only the market cultivation period. From the beginning of this year to 2014, it is a stable development period, and the sales of enterprises will double. Next, the company will develop in the direction of becoming a public company, not only to solve the problem of cash flow, but also for the next step of development, the company in technology research and development, project management, product positioning, management capabilities, international recognition, etc. Will achieve a qualitative improvement.
If there is no accumulation in the early stage of the Pacific Ocean, there will be no steady development now, let alone bigger and stronger. Our customer base is one of the largest companies in the world, and we can hardly find anything like us in China. According to the company's strategic positioning, the company is moving towards the standards of European factories, including the environment and culture. What Europeans can do, we can do it too.

Reporter: What are the next development priorities of Pacific Ocean Engineering and what capabilities will it focus on?
Liang Xiaolei: From the perspective of international development, brand value can be infinitely magnified, so it is important to build a good brand. For a bulk carrier, a ship can sell for $24 million or sell for $32 million. The 30% difference comes from corporate brands.
Doing offshore products is not like simply making a bench or chair, you can take apart the redo, it requires a strong organization, management and scheduling capabilities. Among them, innovation is crucial. Innovation is also the "unique stunt" and unremitting pursuit of Pacific Offshore. The mission of Pacific Offshore is to mature the most cutting-edge things, challenge the deep sea with technology, and subdue the world with brands.

Reporter: As a business leader, what are your expectations for employees?
Liang Xiaolei: The bright stage needs good stars to "join the field". Good stars need a beautiful stage to show their talents. This relationship between Pacific Ocean and employees is a complement to each other and grow together. As a Pacific employee, I think learning is very important. We must be good at combining theory with practice, and strive to create maximum value for the company. At the same time, we will also win more room for development.
